  1. Project description

 

Preparation of feasibility study for alternative fuel systems for Kiln No. 1 following its modernization.

 

Starting from the next couple of years, Nowiny Cement Plant is expected to increase its cement sales and then production. Considering strategic European Union ambition goal on fossil-CO2 emission reduction, then reducing carbon footprint of the products while keeping competitiveness, it would be required to add RDF in the combustion of the existing 4000 tpd kiln line and revamped to be operated once again.

The additional RDF would need additional footprint for RDF storage, same as conveyors, weight feeder dosing systems, fan, blower and electrical motor, Vecobelt, pneumatic pipelines and burner modifications; consisting in an upgrade of the current installation. As follows, there is the indication of the area of Nowiny Cement Plant subjected to modifications within the Cement Plant.

            RDF is today already used during the combustion of the other kiln line to reduce fossil CO2 emission. In fact, RDF has a biomass content that produces bio-CO2 emissions (generating a net emission) and it has also a specific calorific value due to the plastic content. This allows to burn a greener fuel compared to the common fossil fuel. Also, burning RDF in a Cement Plant has shown to be a virtuous example of waste valorizations, which otherwise would have been burnt in incinerators without any heat valorization.

 

  1. Subject of the request for proposal

 

The subject of this request for proposals is:

 

    1. Preparation of feasibility study for the installation of alternative fuel systems for kiln No. 1 following its retrofit.

 

In Appendix 16.2 of the request for tenders, the flowsheet of the existing RDF plant is shown with the new additional RDF plant for the 4000 tpd kiln line. Particularly, from the existing “STELA DRY BELT”, RDF is split and conveyed to the new RDF “Hi-grade” plant. [see attached document 3] Two types of RDF fuels will be used. Hi-grade RDF fuel will be managed by the new installation (blue colour in the flowsheet), and it will be burnt in the headed kiln (8.4 t/h) and in the precalciner (1.8 t/h). Lo-grade will be managed by the existing installation (pink colour in the flowsheet), and it will be burnt in the precalciner only (18 t/h). Dosing system is designed to exchange routes to vecobelt or pneumatic systems in case of faults. Same as Lo-grade, the Hi-grade will be equipped with a heavy fraction separator that has also the function of flash dryer for drying the RDF from the moisture content. The flash dryer of the Hi-grade and Lo-grade will be fed by hot air coming from the grate clinker cooler coming from the 4000 tpd kiln. Existing Stela-dry belt (grey colour in the flowsheet) will be modified by receiving hot air from clinker cooler coming from the 4000 tpd kiln only.

 

Equipment required with the upgrade new installation RDF split to the new RDF plant The upgraded new installation is composed by the following equipment units:

  • 1x Truck docking and unloading station
  • 3x Belt weigher equipped with dust filters
  • 2x Fans
  • 2x Hoppers
  • 1x Bridge Crane
  • 1x Disk screen
  • 5x Screw conveyors
  • 3x Scraper redler conveyor
  • 1x Blower to convey RDF to the head burner
  • 1x Heavy fraction separator + flash dryer
  • 1x Slide gate damper
  • 1x Vecobelt
  • Several RDF sample collection points along the plant for quality monitoring

 

Moreover, since more RDF is needed to be burnt, additional storage of RDF is required.

 

Process data:

Upgraded RDF configuration will be able to increase the total substitution rate in the main burner up to 90%.

  • Additional storage of RDF will be 5000 m3.
  • Flowrate of additional air used to convey RDF will be 4500 Nm3/h.
  • Flowrate of hot air from grate clinker cooler going to Hi-grade headed kiln: 4500 Nm3/h
  • Flowrate of hot air from grate clinker cooler going to Hi-grade precalciner: 2250 Nm3/h
  • Flowrate of hot air from grate clinker cooler going to Lo-grade headed kiln: 3600 Nm3/h
  • Flowrate Hi-grade RDF fuel burnt in the headed kiln (8.4 t/h)
  • Flowrate Hi-grade RDF fuel burnt in the precalciner (1.8 t/h)
  • Flowrate Lo-grade RDF fuel burnt in the precalciner only (18 t/h)

Process Control, Sensors & Automation Equipment units will be equipped with sensors for continuous monitoring & controlling process parameters and to meet quality requirements. Also, RDF sampling points are envisaged for discontinuous quality controls from lab analysis. Process will also be conducted by PID regulators and all the automations required for continuous adjustments of process parameters to keep set points.

 

Documentation must be delivered both digitally and hard copy.

    1. Preparation of feasibility study for the installation of alternative fuel systems for kiln No. 1 following its retrofit.

 

 

      1. A visit to the plant in Nowiny to conduct an inventory of the existing instalation for unloading, drying, storing, and feeding alternative fuels. Technical Analysis: Assessment of Resources, Technology, and Project Feasibility. Preparation of an audit report on the existing installation
      2. Based on the audit report on the existing installation (Section 3.1.1) and the equipment layout proposal prepared by Dyckerhoff Polska (Appendix 16.2 Technological scope), a verification of the existing and planned installations should be conducted to ensure compliance with the required quantitative and qualitative flow rates for the fuels supplied to clinker kiln No. 1 following its reconstruction and modernization.
      3. Adaptation/modification of the proposal developed by Dyckerhoff Polska; presentation of options for modernizing the unloading, storage, drying, and feeding systems for alternative fuels for clinker kiln No. 1 following its modernization. A prerequisite is to ensure that the existing fuel dosing system for kilns No. 1 and 2 can continue to be used until the kilns are shut down for the reconstruction of Line 1.

  1. Terms and conditions for participation in the proceedings
    1. Entitlement to carry out specific activities or actions

Only an entity that meets all the following conditions together may apply for the contract:

      1. Active conduct of business (active entry in CEIDG or KRS) and possession of authorization to carry out activities involving the sale of the subject of the request for proposal – verification based on a statement forming an integral part of the bid.
      2. No liquidation or bankruptcy has been opened against the Bidder – verification based on the statement forming an integral part of the bid.
      3. No personal or capital ties with the Contracting Authority – verification based on a statement forming an integral part of the offer.

 

    1.  Knowledge and experience

Only an entity that has the knowledge and experience to correctly execute the contract may apply for the award. The Bidder is required to have documented experience (i.e., at least 5 completed contracts within the last 5 years, each with a net investment value of no less than PLN 200 000 performed by preparing feasibility study feeding, predrying and storage alternative fuels in the cement industry or a related field (the contracting authority reserves the right to request the submission of documents for verification). The fulfillment of the condition will be evaluated on a meet/does not meet basis based on the statement submitted by the Bidder (Appendix No. 4) to the request for proposal. The Contracting Authority may require additional documents from the Supplier to confirm compliance with this condition.

    1. Technical potential

Only an entity that has the technical potential to correctly execute the contract may apply for the award.

 

 

    1. Persons capable of performing the contract

Only an entity that has the human resources to properly execute the contract may apply for the award.

    1. Economic and financial situation

Only an entity that is in an economic and financial situation that ensures the proper implementation of the full scope of the subject matter of the contract, including its timely execution, and is not in bankruptcy or liquidation, no bankruptcy or liquidation proceedings have been initiated against the Bidder may apply for the contract.

  1. Other provisions of the request for proposal

 

    1. Within the framework of the proceedings, the Contracting Authority does not allow variant bids and price variances.
    2. The Contracting Authority has the right to inspect documents confirming the veracity of the data contained in the bid and the attachments to the bid.
    3. In the event that no bids for the subject matter of the contract are received, or only unacceptable bids are received, or in the event that all potential Suppliers are excluded from the proceedings, or do not meet the conditions for participation in the proceedings, the Contracting Authority shall select any Supplier of the subject matter of the contract (on a sole-source basis) that meets all the criteria and conditions specified in this request for proposals.
    4. If the offered price or cost seems abnormally low in relation to the subject matter of the contract, i.e. differs by more than 30% from the arithmetic mean of the prices of all valid offers not subject to rejection, or arouses doubts in the Contracting Authority as to the possibility of performing the subject matter of the contract in accordance with the requirements specified in the request for quotation or arising from separate regulations, the Contracting Authority shall demand from the Bidder to submit explanations within a specified period, including submission of evidence for the calculation of the price or cost. The Contracting Authority shall evaluate these explanations in consultation with the Bidder and may only reject this bid if the explanations submitted with evidence do not justify the price or cost quoted in this bid.
    5. If the selected Supplier withdraws from entering a procurement contract, the Contracting Authority may enter into a contract with the Bidder who obtained the next highest number of points in the properly conducted procurement procedure.
    6. The Contracting Authority reserves the right to cancel the proceedings without stating reasons at any stage of the proceedings, including the stage of terminating the proceedings without selecting the Supplier, and to cancel the proceedings also after the selection of the most advantageous bid.

 

  1. Offer assessment criteria

The Contracting Authority shall evaluate valid bids based on the following criteria:

    1. Formal criteria:

 

      1. Fulfillment of the conditions for participation in the proceedings set forth in item 7.
      2. Submission of an offer within the deadline.
      3. An on-site inspection is required (bids without an on-site inspection will not be 

taken under consideration)

      1. Confirmation of completion according to the schedule - item 4
      2. Preparation of the bid in accordance with the requirements specified in item 3.
      3. Submission of all required attachments for the 

request for proposals.

      1. The scope of the offered contract is in accordance with the specified requirements.
      2. Having liability insurance or being willing to obtain it

for an amount equal to the minimum bid value.

      1.  Experience – list of min. 5 completed orders in the last 5

years, for an amount of no less than PLN 200 000 in terms of value of each investment carried out by preparing feasibility study feeding, predrying and storage alternative fuels in the cement industry or a related industry (the contracting party has the right to request the submission of documents for verification).

      1. Statement confirming compliance with the eligibility requirements for

the bidding process (see the attached and signed Appendix 4).

      1. Continuous supervision of the work is required

 

     Failure to meet any of the above criteria will result in rejection – it will not be subject to further evaluation, with the possibility of supplementing the bid if the Contracting Authority considers that its verification will require clarification of the information contained in the bid. In such cases, the bid will be rejected if the Bidder fails to supplement the submitted bid within a maximum of 3 working days after receiving a request for supplementation from the Contracting Authority. If the Bidder supplements its bid, the Contracting Authority will re-evaluate the bid considering the supplied supplements. Repeated failure to meet any of the above criteria will result in the rejection of the bid without the possibility of re-completion.

 

    1. Scoring criteria:

 

The following elements will be considered when evaluating a bid:

      1. Net order price (A) – weight: 100%,

The final score is the total number of points for each criterion. The bid with the highest final number of points will be considered the most advantageous.

 

9.2.1 Order price (A) (max 100 points):

The value of the bid should include all costs according to item 6. that the Contracting Authority will have to bear in connection with the performance of the subject matter of the contract.

The price to be evaluated will be the total net price (excluding VAT) for the execution of the order.

The price of the subject of the contract can be only one – no variants of bids are allowed. All discounts and rebates should be immediately included in the price, so that the quoted price for the execution of the subject of the contract is the final price, without the need for recalculation and other actions by the Contracting Authority to determine it.

       Methodology for awarding points:

            The number of points (A) (max 100 points) for the tested bid will be calculated according to the following formula:

    1. Final grade

The bid that receives the highest number of points calculated according to the following formula will be considered the most advantageous. The selection of the Contracting Authority is final and not subject to appeal or complaint.

      1. The results of mathematical operations performed in evaluating the examination of bids are subject to rounding to two decimal places. If equal scores are obtained in this way for at least two bids, recalculations are made, rounding the results of mathematical operations to the fourth decimal place.
      2. Bids meeting all the requirements outlined in this request for proposals will be ranked from least favorable to most favorable price. The bids will then be awarded points in accordance with the scoring methodology described above. The Bidder with the highest number of points will win the bidding procedure. In the event of an equal number of points, the Bidder with the most favorable price will win.
  1. Exclusions

Suppliers who have a personal or capital relationship with the Contracting Authority are excluded from the proceedings. A capital or personal relationship shall mean a mutual relationship between the Contracting Authority or persons authorized to enter into commitments on behalf of the Contracting Authority or persons performing activities on behalf of the Contracting Authority related to the preparation and execution of the procedure for selection of the Supplier, and the Supplier, consisting in particular of:

    1. participation in a company as a partner in a civil partnership or partnership, holding at least 10% of shares, unless a lower threshold is required by law,
    2. performing the function of a member of the supervisory or management body, legal representative, proxy,
    3. remaining in a marital relationship, in a relationship of consanguinity or affinity in a direct line, in a relationship of consanguinity or affinity in a lateral line, or in a relationship of adoption, custody or guardianship, or remaining in a cohabitation relationship with the Contractor, its legal deputy or members of the management or supervisory bodies of contractors applying for the contract,
    4. remaining with the Supplier in such a legal or factual relationship that there is reasonable doubt as to their impartiality or independence in connection with the procurement procedure.
    5. Suppliers who are on the list of sanctioned entities and excluded from the proceedings in accordance with Article 7 (1) of the Law of April 13, 2022 on special solutions to prevent support for aggression against Ukraine and to protect national security are excluded from the proceedings.
    6. Suppliers who are subject to exclusion from the proceedings on the basis of Article 5k of Council Regulation (EU) No. 833/2014 of July 31, 2014 concerning restrictive measures in connection with Russia's destabilizing actions in Ukraine (Official Journal of the EU No. L 229, 31.7.2014, p. 1), as amended by Council Regulation (EU) 2022/576 amending Regulation (EU) No. 833/2014 concerning restrictive measures in view of Russia's actions destabilizing the situation in Ukraine (Official Journal of the EU L 111 dated 4/8/2022, p. 1);

    1. The Foreign Company working on the premises of the Dyckerhoff Poland Cement Plant in Nowiny is obliged to follow the instruction "Rules of operation of foreign companies on the premises of the Dyckerhoff Poland Cement Plant" see (Appendix No. 2).
    2. The Contractor will be required to prepare and submit a plan:” “Occupational Safety and Health” – before the commencement of work.
    3. The Contractor declares their full readiness to coordinate work with other branches: Civil, Mechanical, and Electrical Engineering. A detailed schedule will be developed in consultation with the selected contractors from the other branches. The schedule is subject to the Contractnig Authority's approval.
    4. Electrical Requirements for DP (Appendix 5)
    5. The contractor shall ensure continuous coordination of the work in Polish and English.
    6. The contractor shall provide the warranty terms for the work. The warranty period begins on the date the equipment is commissioned, and the final acceptance report is signed.
    7. The Contracting Authority will not reimburse the costs of preparing and submitting a bid.
    8. At the time of signing the contract, the Contractor shall submit a detailed cost estimate for the project.
    9. The Contracting Authority reserves the right to additional price negotiations with bidders.
    10. The Contracting Authority reserves the right not to select any bid, to repeat the bidding action or to withdraw from the execution of the Order.
    11. The Contractor undertakes to maintain the confidentiality of, and not to use for purposes other than the performance of the work under this agreement, any and all information contained in the documents provided by the Investor and to return them together with the study that is the subject of the order or immediately after the suspension or interruption of the work, and shall destroy copies thereof, made in any form. At the same time, the Contractor undertakes to duly secure the information referred to above to maintain secrecy and not to disclose it to third parties or reproduce it without the written consent of the Contracting Authority.
    12. Guidelines from equipment suppliers will be provided to the extent necessary to the Contractor selected by tender. The final technical arrangements, with the designated Suppliers, will be on the part of the Contractor in consultation and with the approval of the investor (Contracting Authority).

  1.    Key terms of the contract amendment

 

    1. The Contracting Authority provides for the possibility of amending the provisions of the contract in relation to the content of the offer, on the basis of which the Supplier was selected, to the following extent:

 

      1. The necessity to make changes will be a consequence of changes made in the agreements between the Investor (Contracting Authority) and a party other than the Contractor, including another contractor or the institution supervising the implementation of the project under which the Order is executed, but the change may concern only those provisions of the agreement that will be directly affected by the modifications, and the changes may not lead to an increase in the Contractor's remuneration.

 

      1. It is permissible to change the contract execution date in cases where:

 

              • phenomena related to force majeure (natural disaster, civil unrest, military action, pandemic, etc.), preventing the delivery of the subject of the contract, occurred,
              • circumstances arise that the contracting parties could not foresee, despite exercising due diligence, or due to the occurrence of formal and legal obstacles beyond the control of the contracting parties,
              • delays arose at earlier stages of project implementation,
              • delays arose in the issuance of or changes in the decisions of administrative or other institutions (decisions of public authorities, changes in applicable law, waiting for previously unforeseen but necessary results of expert opinions, court rulings, etc.),
              • the subject of the contract will be executed before the contractual deadline and the acquisition by the Investor (Contracting Authority) of funds for payment of the Contractor's remuneration at an earlier date,

 

              • There will be a need to carry out additional deliveries, consisting of a partial replacement of the delivered elements of the contract or installations, or an increase in the planned delivery or expansion of existing installations.

 

    1. Any amendments to this Agreement shall be null and void unless made in writing. The occurrence of any of the above-mentioned circumstances to the extent affecting the course of the contract results in the fact that the term of the contract may be extended/amended accordingly by the time necessary to complete its subject matter in a proper manner. Any delays/changes must be documented by appropriate protocols signed by the Contractor and the Investor (Contracting Authority), based on which the parties will establish new deadlines.
